Security vs. National Question. Continuity and discontinuity in Romanian Foreign and Alliance Policy Before and During the Great War (1900-1916)

Author: Rudolf Dinu

The standard interpretation about the structure of the international system on the eve of First World War (to be found especially in classical works), is that of an international order in the process of polarization and exiting the age of the balance of power. The irrefutable proof in this regard consist in the full configuration of the two continental military-political blocs once with Russian-British agreement of 1907, which, according to many analysts, marks the evolution of the international system from multi-polarity to bipolarity, which inevitably led to war. This thesis, according to which alliance systems had been one of the main causes of First World War has received in recent decades many and important critics.
